care facilities are treated with dignity and respect and their need
for quality care and the right of choice are recognized as priorities.
Residents have the care
necessary to attain or maintain their health and well being at the
highest practicable level of functioning possible.
Residents have the right
to choice and freedom to the maximum extent possible.
Residents live in a
homelike environment with the comforts of home, the best quality
of long-term care available, with the support of family, friends,
and the community.
A network of family
councils representing all LTC facilities is empowered to achieve
the TLC in LTC mission by cooperation with facility administrators,
other agencies and organizations, and by educating state officials
and lawmakers.
Through family councils,
support is provided for family and friends of residents living in
facilities.
